City Council approves agreement with All West

On June 25, the City Council approved a long-term agreement with All West Communications that will help accelerate private fiber-optic network construction and give the City reliable fiber links for its own operations.

What the agreement does

  • Dedicated City fiber: All West will provide fiber-optic strands so the City can eventually directly connect buildings, parks, traffic signals, water facilities, and other infrastructure for more efficient and effective City operations.
  • Expanded build areas: All West may place new fiber lines in public utility easements (PUEs)—the strip of land on private property where power, water, and gas lines run—and in certain City-owned conduit, reducing the need in some areas to dig up streets and sidewalks.
  • Restoration requirements: Any disturbed private property must be restored.
  • Ongoing coordination: City staff and All West will meet regularly to align construction schedules.

All West currently serves several neighborhoods—including areas near Zions Bank Stadium, parts of Rosecrest, and the Copper Creek subdivision—and plans to extend coverage to more of Herriman. Other internet service providers can still build their own networks under standard franchise agreements.
