Budget public hearing

A public hearing was held to receive public feedback on the proposed fiscal year 2027 and 2028 operating and capital budgets. No voting action was taken on this item in this meeting, though it is expected to be approved in June. Tentative budgets for the City and its related boards are available to the public on herriman.gov/budgets.
Chief Cody Stromberg oath of office and badge pinning

Chief of Police Cody Stromberg was honored with a ceremonial badge pinning with his family and an oath of office as he assumes his new role as the head of the Herriman Police Department. More information about Chief Stromberg's appointment can be found here.
Detached accessory dwelling units ordinance

The City Council approved updates to City code to allow detached accessory dwelling units on eligible lots with legal, owner-occupied single-family homes. The rules include standards for lot size, building size, height, setbacks, parking, owner occupancy, utilities, and a ban on short-term rentals.
Master Fee Schedule Update

The City is updating its Master Fee Schedule following a development services fee study. The changes include new or updated fees for appeals, variances, streetlight power connections, declaration of candidacy filings, and development-related services.

Updates from regional boards and organizations where City Councilmembers represent the City
- Wasatch Front Waste & Recycling Board: the City is continuing its negotiation process to exit WFWRD and transition to a private service provider
- Jordan Basin Improvement District Board: A JBID wastewater team exceled in a state competition. JBID also received an award for its facility.
- Council of Governments: Mayor Palmer has been asked to serve on Salt Lake County's Zoo, Arts, and Parks grant board alongside three other mayors.
Other City Council Comments
- Councilmembers Basham and Hodges expressed gratitude for the City's Memorial Day event, including its community connection and the opportunity to honor military veterans.
- Mayor Palmer recapped an annual retail business recruitment conference and noted that Herriman is considered a hot spot for businesses and several have interest in locating here.

Proposed mixed-use development

The Council and staff reviewed a developer's proposal for a mixed-use residential and commercial development near 3700 West and 15000 South to see if the City has any interested in continued conversations after a similar proposal was reviewed and recommended for denial by the Planning Commission. The proposal includes some housing as well as commercial lots aimed for hotels. The Council is interested in continuing discussions but it is far to early to say if the proposal will ultimately be approved.
Budget discussion

The Council and staff talked about projections for the City's general fund over the next ten years. The projection's model assumed all capital projects planned would be built, showing a deficit over time. The Council will have more discussions later in the year on the City's stance on balancing level of service with realistically available funding.
