Parade Grand Marshal recognition
The Council recognized Joseph Miller, a lifelong resident and 2026 Fort Herriman Towne Days parade grand marshal. Miller served in the Vietnam War, earning two bronze stars in the 101st Airborne Division. The great-grandfather and his wife continue to live in Herriman.
Herriman High School DECA students recognition
The Council recognized Herriman High School students Livia Hanson, Isla Homer, and Jessica Smiley alongside their teacher, Rickee Stewart, for an impressive research project for which they won first place at the DECA 2026 International Career Development Conference. The students took on a difficult project with the State of Utah, working with several agencies to produce an outstanding project researching the viability of converting the Utah State Correctional Facility to solar power with a state-of-the-art storage system using converted EV batteries from the state's fleet.
City Council board and committee reports
Updates from regional boards and organizations where City Councilmembers represent the City
- Unified Fire Authority Board: Firefighting resources are stretched thin across the state. UFA is prepared to respond to local fires, but regional resources are facing challenges in responding to new starts.
- Wasatch Front Waste & Recycling Board: the City continues to work on its negotiations to withdraw from WFWRD and begin a new garbage/recycling service. More information will be published when it's available.
- Jordan Basin Improvement District Board: several ongoing projects regionally, including some work across Mountain View Corridor in Herriman.
- South S.L. Valley Mosquito Abatement District Board: West Nile Virus has been detected throughout the county, including at least one human case. Residents should be careful to wear EPA-approved mosquito repellent, drain standing water, and wear long sleeves after sundown.
Other City Council Comments
- The Council commended City staff and officers for a successful and well-attended Safety Fest event on August 10.
- Mayor Palmer thanked EDC Utah for several representatives attending a commercial business tour in Herriman alongside City leadership.
- Mayor Palmer recognized Representative Burgess Owens for his presence throughout the city in meeting with business leaders and participating in community events.
- Mayor Palmer also noted a recent Purple Heart ceremony honoring a Herriman resident for actions many decades ago.
Commercial Flex Zone approval

The Council approved a rezone application changing 2 acres at 5222 W. Herriman Boulevard from C-1 Commercial to Commercial Flex. The change allows future development of smaller commercial flex spaces intended to support small businesses.
Police staffing growth model update

The Council approved updates to the Police Department’s Growth Silo Model used to guide future staffing decisions. The revised model updates how staffing needs are evaluated as the community grows while continuing to rely on workload and performance metrics.

Paid Parental Leave Benefits
City staff presented a proposal to add a paid parental leave benefit for eligible employees after an initial period of employment. The discussion reviewed how the benefit compares with surrounding cities, possible leave options, and the estimated annual cost, with the Council providing feedback for future consideration.

Truth-in-Taxation Public Hearings
Though not a part of this City Council meeting, it is notable that the City held a pair of Truth-in-Taxation property tax public hearings on Wednesday, August 12. The hearings were for two of the 16 regional entities appearing on Herriman property tax bills—the Herriman City Safety Enforcement Area (which funds law enforcement services in Herriman) and the Herriman City Fire Service Area (which funds fire and emergency medical services in Herriman).
More information is available on www.herriman.gov/property-tax, but to summarize, the HCSEA rate increased by 4.8%, or about $23.93 per year. The HCFSA rate increased by 2.3%, or about $10.56 per year. Similar to last year, these adjustments are to offset inflationary cost increases for emergency services.
