The Council considered resident concerns regarding Black Powder Drive and Extra Space Storage. Some key concerns expressed were about lighting from the business's southernmost sign and a gate between the business and the neighborhood, which many feel contribute to safety concerns. The matter will continue to be discussed among the Council, staff, the developer, and residents to pursue a solution.
Amendments to the Panorama Master Development Agreement adjusted the project boundaries, with no change to the total number of entitled residential homes, clarified potential administrative approval procedures, and updated some associated maps.
The Council discussed a UDOT funding grant to potentially construct an intersection improvement at Herriman Main Street and Herriman Rose Blvd. There have been some safety concerns at the intersection, which led to the safe walking route for Silver Crest Elementary being moved in 2024 from that intersection to another. Before deciding whether to accept the grant funding and proceed with the project, the City will meet with nearby residents in early 2026 to gather feedback.
The Council and staff discussed a draft ordinance to allow one detached ADU per lot in zones permitting single-family homes. The draft has requirements for size, height, setbacks, design compatibility, owner-occupancy, an added parking space, and prohibition on short-term rentals. The Council expressed desire to make sure road and other community impacts are appropriately mitigated. The discussion served as a starting point ahead of Planning Commission review.
