General Meeting
City Council recognitions
The Council formally recognized four City employees, who were recently selected to win awards from the American Public Works Association Utah Chapter. Award recipients are:
Mickayla Harris, G. Trace Robinson Storm Water Inspector of the Year Award
Jonathan Bowers, Outstanding Flood Control Professional Award
Eric Blackett, Outstanding Public G.I.S./Asset Management Professional Award
Austin Cook, Outstanding Public Street Maintenance Professional
City Council board and committee reports
Councilmember Ohrn, representing the Youth Council organization, noted that the Youth Council group is going to an annual leadership conference at Utah State University this upcoming weekend
Councilmember Shields, representing the Mosquito Abatement District board, said that the district believes that taxpayers don't realize that mosquito abatement services are included as part of their property taxes. Widespread public communication will occur throughout the spring and summer.
Capital projects bond
This was a resolution to authorize and approve the preliminary steps needed to issue up to $20 million in Sales & Franchise Tax Revenue Bonds. The bond is intended for funding various City obligations for capital projects and improvements. It will not result in a fee or tax increase for residents.

Commercial Zone Uses
The City is seeing increased requests for “mini-flex” or “maker” spaces, featuring both retail and workshop areas. Because the City’s commercial zones emphasize traditional retail and offices, many prospective businesses would need to go to industrial zones (which they are reluctant to do) or not locate in Herriman. The City Council will consider in coming months whether to add mini-flex uses to the existing commercial zones. This change could support expanding home-based businesses by providing smaller-scale, flexible commercial space aligned with local standards.
Utah Housing Plan position
A discussion took place regarding the State of Utah’s draft statewide housing strategy document and how Herriman might provide comments or feedback. City staff described potential impacts on local land use authority, infrastructure needs, and the City’s broader plan to manage growth. Councilmembers and staff discussed collectively submitting technical and subjective feedback before the state’s public comment deadline.
