Basement Walkouts
If you are planning to construct a basement walkout, you are required to submit for and obtain a building permit and have inspections.
Please be aware that dumpsters and construction materials must not create an obstruction to the public.

Requirements for submitting a permit application for a basement walkout
1. Fill out the online Permit Application Form and attach all of the following items.
2. Construction Plans (see sample Walkout Plans). Many projects of this type will require wet stamped (original stamped) Engineering from a Utah State Licensed Engineer regarding cutting a foundation for a door.
3. Site Plan (see sample Site Plan diagram) showing where on the property walkout is located, with the width and length dimensions shown. Also show the roof structure over the walkout with its dimensions, if any. Show on the sketch of the house where the garage is located, and show the driveway. If any part of the walkout is being built in a public utility easement (PUE), please provide PUE waivers (see Public Utility Easements).
4. Floor layout of room(s) affected by the walkout (see Typical Addition Floor Plan).
Note: Please be aware that creating an Internal Accessory Dwelling Unit (apartment) is only allowed in certain zones, has other conditions, and requires an application and approval (see I-ADUs).
Permit fees for a basement walkout are $176.94 and pay for plan reviews in the office as well as inspections which will need to be done at the property. We will email invoices when fees are due.
Plan review will take approximately 7-10 working days, after which we may require corrections that will need to be made to your plans. The permit will be issued after plans are approved and all fees are paid.
- Footing inspection (steel and forms in place prior to pouring concrete)
- Foundation inspection (steel in place prior to pouring concrete)
- Rough electrical (for the light. We will also check the door, threshold, and flashing at this inspection)
- Final inspection (when everything is completed, including installation of handrail and guardrails)
Call the Building Department at 801-446-5327 before 4:00 p.m. to schedule inspections for the following business day (or another day). You may ask for an hour block of time. An adult must meet the inspector at the property. When the work is completed and all inspections are approved, be sure to keep the plans, permit and inspection reports with your house records.
