Re-Roofs
If you are only adding a layer of shingles, a permit is not required. A maximum of two layers is allowed. Otherwise, you will need to remove all shingles down to the wood sheathing of the roof, which requires a building permit and inspections. If you are repairing roof damage or remodeling the roof, you are required to submit for and obtain a Remodel Building Permit and inspections.
Requirements for Submitting a Permit Application

Permit Application Form.
In the "Description of Work" field, enter "Re-Roof."
- Solar: If solar panels will be removed and replaced, add to the Description of Work that "solar will be removed and replaced exactly."
- Changing Solar: If solar panels will be removed and altered or increased after the re-roof, a separate Solar Panel Permit must also be applied for by the solar installer.
Permit fees are $94.94 and will be invoiced after the application is received. Permit fees pay for the inspections which will need to be done at the property. Payments can be made by check payable to Herriman City or by phone with a credit card.
Please call 801-446-5327 before 4:00 p.m. to schedule inspections for the following business day or after. Re-Roofs typically require two inspections:
- A mid-roof inspection - after all shingles are removed and flashings and ice and water shields are in place. This will be a timed inspection (an hour in which the inspector will arrive) and the contractor must be on site.
- A final inspection – when the re-roof is complete and where applicable, the solar panels have been re-installed. This does not need to be a timed inspection unless the solar panels are in the back and the inspector must access the back yard for inspection (or permission to enter is given when no one is home and there is an unlocked gate and no animals in the yard).
